This brief article is one of a series referring to work currently being undertaken by CIRETOQ and not discussed within this volume of collected papers. The 'Circle for Research Cooperation on Trends in Occupations and Qualifications' network (CIRETOQ) was established by CEDEFOP in 1995 to complement European Union vocational education and training research programs with the combined experience and knowledge of network members.
